The plaque reads 'Rückkehr in die Heimat' — return to the homeland. From what I can find it's a memorial to the prisoners of war who made it back after the Second World War, put up decades after the fact. Beyond that, the internet gave me almost nothing.

Erisava: It's wedged between a bin and a parking sign. Is that any way to treat a memorial?

Apparently this was put up by the French occupying forces to honor Austrians who died resisting Nazi rule - but locals reportedly disliked it so much they gave it a mocking nickname of their own, and it was never officially opened.

Erisava: This looks more like it's celebrating a conquest than mourning anyone.
