It's Orpheus, the one whose music could raise the dead — the figures around him are supposed to be souls pulled up by the sound. It stands right outside the concert hall, so the joke, if it is one, was on purpose.

According to Wikipedia he's only 15 centimetres tall — the smallest public monument in all of Stockholm. Apparently people leave him coins, and in winter someone knits him tiny hats and scarves.
